Each state operates its own organization through a State Director affiliated with the U.S.F.T.L. Each State Director reports to a Sectional Vice President, who in turn reports to a Regional President. Directors are appointed by the U.S.F.T.L. to coordinate and administer the programs and activities in each state. The State Director is responsible for appointing Local Directors, Local Directors of Officials and a State Director of Officials. These Local and State Directors help coordinate U.S.F.T.L. activities and give the players, officials and sponsors a full range of programs from which to choose. Individual teams wishing to join and participate in U.S.F.T.L. events and activities register through their Local and State Directors. Upon registering, the team coach shall receive a Rule Book and Constitution, a U.S.F.T.L. membership card, a yearly subscription to the U.S.F.T.L. newspaper, "First & Twenty", and permission to participate in all U.S.F.T.L. sanctioned events. A number of N.I.T.'s (National Invitational Tournaments), state, sectional and regional tournaments are offered to these sanctioned participants leading to national and even world championship competition. Teams can also purchase insurance for accident/medical and liability protection at greatly reduced rates. Officials have the same opportunity to affiliate with the U.S.F.T.L. through a membership program that provides a number of benefits. They receive a Rule Book and Constitution, a U.S.F.T.L. membership card, a yearly subscription to the U.S.F.T.L. newspaper, "First & Twenty", a U.S.F.T.L. sanctioned events. Accident/medical and liability insurance is provided to sanctioned U.S.F.T.L. officials and directors, and liability insurance is offered to leagues, complexes and recreation departments that are affiliated with the U.S.F.T.L. The U.S.F.T.L. Executive Board of Directors meet annually at the U.S.F.T.L. National Meeting to discuss rule changes, equipment, awards, eligibility and National Tournament sites. to name a few of the more important issues that are discussed. Proposals are brought before the Executive Board of Directors, composed of the Executive Director, National President, National Vice President, National Secretary, National Treasurer, Legal Counsel, 4 Regional Presidents, International Region President, International Region Vice President and a representative from the U.S.F.T.L. Board of Trustees. The Proposals are reviewed and either approved or rejected by a majority vote of the Executive Board of Directors. This is all administered by a full time National Headquarters staff for whom Flag & Touch Football is top priority 365 days a year.
